Lockdown alarm systems are not sold like laptops, because two buildings of identical floor area can need very different systems. The number that matters is not square metres, it is how many places a person needs to reliably hear or see the alert.
A compact building with solid walls and many small rooms often needs more devices than a larger open-plan space. Sound does not travel through structure the way people expect, and a single sounder in a corridor does not cover the classrooms off it.

Extending coverage outdoors is the item most often left out of an initial figure and added later. Playgrounds, sports pitches, car parks and yards need external devices rated for weather and loud enough to carry over open ground and ambient noise.
For most schools this is not optional. Outdoor space is where the largest number of people are furthest from the building and least likely to hear an indoor alert. Price it at the start and your budget will hold.

How device counts are actually worked out
The most common question after a survey is why the number of devices is what it is. It is not a formula applied to floor area. It comes from working through the site room by room and asking whether someone standing in that space, with the door closed and normal activity going on, would reliably register the alert.
Solid walls, heavy fire doors, suspended ceilings, plant noise, and the ordinary background sound of a busy building all reduce how far an alert carries. A corridor sounder that seems more than loud enough when the building is empty can be barely noticeable from inside a classroom with thirty children in it.
This is also why the same building can need a different number of devices depending on how it is used. A hall used for assemblies and PE needs different treatment from the same space used only for storage. The survey is looking at occupancy and activity, not just geometry.

The purchase price is not the whole cost of ownership, and the items below are the ones most often missed when a business case is being written. None of them are large individually, but they are easier to plan for than to discover.
Battery replacement is the main recurring item on a wireless system. Intervals are typically measured in years, and monitoring means you replace batteries in the specific devices that need it rather than sweeping the whole estate on a schedule.

Budgeting across more than one financial year

The sensible way to phase is by risk rather than by convenience. Cover the areas where an alert is least likely to be heard today, or where the assessed risk is highest, and leave the areas already served by existing arrangements until later.

Most suppliers in this sector are straightforward, but a few patterns are worth treating carefully. A firm price given over the phone without any site visit is the clearest one, because the variables that drive cost simply cannot be assessed remotely.
Be equally cautious about a quote that covers indoor spaces only without saying so explicitly, or one that presents a device count without saying where those devices go. Both can look competitive on paper and then require a second phase to become usable.
Finally, treat pressure to decide quickly as a reason to slow down. Lockdown systems are not a distress purchase, and a supplier confident in their specification will be happy for you to compare it.
