One county, several different estates
Essex behaves like several counties at once. Thurrock and the Thames Gateway are heavily industrial, Chelmsford and Brentwood are dense commuter towns, Tendring and the coast have their own character, and the north of the county is properly rural.
That matters because the design questions differ. An industrial site near Grays needs alerting that carries over machinery noise. A village primary near Saffron Walden needs portable triggers because there are four adults on site. Neither approach suits the other.
The practical consequence is that we survey rather than apply a county-wide template, and organisations operating across Essex should expect their sites to need genuinely different specifications.
